One thing i notice is your temperatures are quite high (at 78c) so the card isn't boosting as high as it could if you kept the temperatures under 70c. Your fan speed is only at 52% so try increasing the fan speeds to like 60-70% or so until the temperatures come down below 70c. That's probably why you're getting better speeds at a lower volts as it reduces temperatures a bit so you can boost higher. Once you get your temps under 70c try increasing the core clock a bit again, also reduce the memory for now until you find your core clock max. If that doesn't help your max core then try reducing the power target to 105% and see if that lets you go higher. When temperatures are throttling the boost, reducing the power target can sometimes help.
