This thread makes me sad.

Exactly what CPU do you have? A Phenom X2 1055T doesn't exist. If it's really an X2 too, then that's your culprit. If it's a 1055T, you should be getting way more FPS.

I average 87 FPS with all details maxed, PhysX on high, FXAA, and Nvidia's ambient occlusion on quality. Have you checked your CPU/GPU usage during the benchmark? Are you overclocked at all? Are you certain you installed your drivers correctly?

EDIT: I wasn't sure if you were referring to Arkham City or Asylum; I don't own City, so I'm using Asylum for comparison in my post.

Well the engine that arkham city uses is limited to 62fps so there is that. Maybe run uniengine heaven 3.0 on Max settings and report back with that.

Sorry for the confusion. My cpu is AMD Phenom II X6 1055T and I am testing it in Batman: Arkham City. The drivers are absolutely the newest and the greatest.

Good point on testing the CPU usage and GPU usage. I will try that.

I don't think that is true:

From hardocp review. Also look around here it does have a cap...

Framerate Cap

Just like many other UE3 games, Batman: Arkham City employs framerate smoothing by default. This has the effect of limiting framerates to 62, which is obviously not useful for performance testing. To get around this, we simply changed the smoothing parameters. In the "C:\Program Files (x86)\CapsuleGames\Batham Arkham City - PC\Batman - Arkham City\BmGame\Config\DefaultEngine.ini" file, we modified the "MinSmoothedFrameRate=24" and "MaxSmoothedFrameRate=62" lines, found under the "Engine.GameEngine" section. We changed the "MinSmoothedFrameRate" value to 0 and the "MaxSmoothedFrameRate" value to 999. This effectively disabled the 62 FPS cap.

There is another way they rephrase that in there.

No problem, keep us posted. I don't think that an x6 would bottleneck that bad, my 1090t with 3 6970's (unlocked 6950) didn't bottleneck too bad.
