An IP adress first use is to play around with the FBI when they are tracking you.

I'm not sure which geological IP tools they were using. The one I've used (which is free) has never let me down so far. But the issue isn't that the court won't go after someone, it's that the plaintiff has to prove the IP first resides in the jurisdiction of the court, so there is still potential for these companies to get the ISPs to identify the IP's origin or location, then file a suit in the nearest district court.

An IP address may not actually originate from the state it is registered at, in the case of an ISP that's in multiple states. For example, their IPs may all be registered to headquarters, when in fact they have customers in many states. I'm guessing this makes it a little more difficult to determine what laws apply when you're attempting to petition an ISP for identifying information.
