There's nothing wrong with Powercolor at all. :/ The main aspects contributing to people not buying those is the 700 Series Release and the fact that it's a Reference Boost card so it does run a bit hot.
However, if you want to just go CFX with two cards, you CANNOT touch that performance for $400 as long as your case has good airflow.
As SLK said, they are Reference PCBs, meaning NO VOLTAGE LOCK and waterblocks will fit them easily.
They're back up to $240 now, though. If I wasn't trying to buy Nvidia for my Lightboost Monitor, I would have jumped on these so fast for $209. That's a steal.
However, I will say that it depends on the price point of the GTX 760. I've seen anywhere between $249-$299 and Nvidia projects them to be 15-20% faster than a 7950 and 10-15% faster than a 7950 Boost. For $249 and better coolers, that's a solid deal assuming you don't need the 3GB VRAM and 384-Bit Bus. However, for $300 you can get a 7970 right now which is basically equal to the 770 so if the 760s go that high, then no bueno.
