What gives is that (almost) every Kepler card has an automatic 'Kepler Boost' above and beyond what's listed as your 'Boost Clock' in GPU-Z. Sounds like the amount of your KB is (1140-1049) = 91MHz. The Kepler Boost is visible only in 'real-time', i.e. when running a 3d app and checking the graphs in AB/Precision. Whatever yours is, this additional boost number should consistently get added on top of whatever your listed Boost clock is in GPU-Z .
My card has a Kepler Boost of 130MHz (my stock 'boost clock' is 1059, but when I monitor a running app I always get 1189MHz actual operating frequency). I've seen KB's anywhere from 0 to 235 on 670/680 samples that people have posted on the boards over the past couple weeks.
I don't think the amount of the KB really means too much overall in terms of what your max overclock will be, but it's nice to have a higher one if you don't plan on OC'ing yourself.
