So the 400 would be good for what I need, except for the SSD and mobo, Hmmm, are the waterblocks really worth the money that they cost?

Case- HAF X
CPU- 3570K Since Ivy Bridge runs really hot already, the 3770K is only going to add more heat due to Hyper Threading (although you can turn it off), its not really worth it.
GPU- I would go with the 670, just because it is so close to the 680 in performance, but 100 bucks cheaper. Go with the 680 if you have money to blow.
Motherboard- In my next build I'm getting this: http://www.newegg.com/Product/Product.aspx?Item=N82E16813157299 and not for the branding, but for the specs and price. If money is no issue, go for this: http://www.newegg.com/Product/Product.aspx?Item=N82E16813131818 or this http://www.newegg.com/Product/Product.aspx?Item=N82E16813131821
RAM: Really any DDR3 memory is fine.



Now for the CPU cooling, I personally recommend this:

and when you check out, make sure to change to the Swiftech MCP655 for an extra $15, its worth it. This kit will make your life a whole lot simpler with choosing parts, and you can even add in parts later on with this pump. For the GPU block, get the EK 680 block WITHOUT the Electro-less Nickel Plating.

Since I am going water cooling, I was suggested the 3770k, I like the i7's and the heat wont be that bad I'm hoping with the water cooling. the 670's don't have water blocks announced yet, so I think I may just have to take the pain, and go with 2 of those. Thanks for the cpu cooling suggestions, I'll look further into that link you sent.

I'll have 400 ish for the cooling if I keep my current mobo, but I'll want to get a new z77. So it seems I'll have to buffer my pocket book a bit for this build from the suggestions
