Stock speeds on overclock changed?!

I have a new setup with a Ivy bridge i5-3750k. I just tried an overclock on it to 4.0ghz.
In my older setup (which is still in my sig) on an AMD phenom II, whenever i OCed the processor, the lowest stepping speed would have also increased, and therefor the power consumption was raised when idle, now i notice the Ivy bridge CPU doesn't up the stepping, as it remains on 1600 (16x100) Which i'm happy with!

By the way, any way to see power consumption of CPU? HWmonitor says its package is 63 watts when running on 4.0ghz. The IA cores shows 55.90 Watts.

I would recommend just buying a Kill A Watt, it will actively measure power draw of the entire system at any given time.
