At 950 Mhz out-of-the-box this is the fastest factory clocked HD 7950. With Sapphire Trixx this card should hit 1100 Mhz at stock voltage. You can't go wrong with the performance of this card. a HD 7950 OC at 1100 Mhz will be better than a 1250+ GTX 670.
This card can be pushed to higher speeds with extra voltage. But its not really necessary. To give you an idea of perf at 1200 Mhz speeds
