he doesnt say what the voltage is... but fact is that even if reported temps arent getting very high, any increase in voltage will cause a notional decrease in chip life. EG you can use phase change or liquid nitrogen to cool a chip to -100degC, but if the voltage is too high it will still blow.

Effective cooling is a compromise (a pretty good one though) for the extra voltage you are putting in to run your chip outside its design.

With what you are saying it would mean that any overclocked cpu lasts less long than a stock one.

I was always under the impression a stock cpu using the stock cooler would last less long than a mediocre overclocked cpu with decent cooling.

I guess that would depend on the definition of "mediocre". If your stock hs is giving you 50deg in normal use, and you overclocked one is 40deg, then maybe... but if as the voltage gets higher, that is not going to hold true. Like I said before, if you run iced water, and your voltage is 2.5v bringing the chip up to 50deg, then your cpu life is going to be shortened... by how much is anyones guess

If its any help for you about choosing weither or not to OC, my K8N/3400+ have been opperating @ +5% for 8 years at default VID.

And wow do these little FX4100's (at least mine) ask you to pour on the voltage above 4500mhz

I am at 1.4. I wouldn't say its "high" i guess, just compared to the poster saying he is running his in the 1.3s, makes me wonder if I should be pushin for mine to be that low.

Without knowing directly, I am going to guess that yes, it would bottleneck that card - depending on the game and settings.

I dont know at what level it wouldnt, but I notice a massive difference in useability at 4.5ghz over 4.3. (mine is FSB overclocked only). I am running a 260sp, and the cpu does not seem to bottleneck it at 1680x1050. Your 6950 is a better card in most applications, and you may have a bigger monitor... and maybe play different games to me (I play mainly FSX and empire total war)
