Major Windows 7 installation issues

I have been having problems getting origin to work. I would install it, try to launch it, and it would start then end right away. I got so frustrated that I did a fresh install of windows 7. I first installed my wireless card from the CD with no problems. I then went to install java, but I got this error

"Error 1721. There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support or package vendor"

This led me to believe there is a link between origin and java not working/installing properly (because of the windows installer). There is no anti-virus present on the computer.

So I did all the suggested things...
Turn off UAC
re-register the windows installer service

I manage to get both java and origin installed and working perfectly yesterday, but then my internet driver stopped working for whatever reason and I could not get it working so I did another fresh install of Windows 7, installed the wireless card driver via the CD (that is working), but I cannot get java or Origin to install for the life of me (I have spent a good 4 or 5 hours today trying various things but to no avail).

I have tried re-registering the windows installer service via the command prompt
turning off UAC
Manually starting Windows installer
Installing using chrome and IE
Checked my installer version is up to date(v5)
Did a SFC scan and was returned no errors

I have no idea why things aren't working (were not working straight from the fresh windows 7 install). Any help would be greatly appreciated!

I ran CHKDSK and it returned no errors to my knowledge (I wasn't present for part of it, but I caught the end and it seemed that everything was fine).
I ran a pass with memtest86 and was returned no errors.
Currently don't have $100 to dish out for a new copy of windows so I haven't tried that yet.
I am running my system stock (no overclock).

So far, I am only seeing installation issues with Origin and Java (kind of important for me), I have installed other programs (itunes, foobar, etc with no problem).

It also really baffles me how I got both Origin and Java installed and working properly once, but cannot get them working anymore.

Just to double check, When I re-install Windows, I format and both partitions (the 100mb system partition that windows reserves being the other partition) and consolidate them to one. This is correct right?

And how do I install the wireless drivers via the Device manager?

Well I downloaded Windows 7 x64 home premium from the site listed and burned to a DVD. I re-installed Windows 7 using this DVD that I burned and connected my computer to the internet via Ethernet cord (no wireless card plugged in or drivers installed). Tried installing java and I was still returned the same 1721 error.
