not sure what forum this one goes in, if firefox uses 30% of the cpu @ a given time, does overclocking it decrease the cpu usage at a lower percentage instead of 30?

No, it won't. It will use just as much percentage of the CPU as before the OC. The only thing that will change after the OC is that FireFox will run (slightly, depending on how big the OC is) faster.
But in my years of using browsers, I've never seen a browser use more than 5-10% of my CPU. Are you sure you don't mean RAM, cuz that would be normal. Do you use a lot of addons/plugins for your browser?

yes i do use addons and plugins but probably not enough to call it a lot. what i do have it anywhere from 10-20 tabs on firefox. and some of them using java yeah. i have 4gb of ram, and before firefox begins to lag, it ends up being around 20-40 cpu usage. where ram is 1.5-2gb being used. the next thing coming to my mind that can cause me to lag is my old 8600 GTS video card, what do you think? otherwise i been thinking windows 7 so i can use the maximum support ram which is 8gb. and no i cant upgrade pc since i have any $$ but i can slowly make minor changes if i save $$

An 8600GTS may be old, but that doesn't mean that it is so useless that it cannot run Firefox.

I suggest that while Firefox is running with that 30% CPU usage, go into Task Manager, and see if it actually is Firefox causing the high CPU usage, or maybe something else.

^ This.
Your CPU and GPU are old, but your CPU is still about as good as, if not better than, a current i3 processor and GPU is as good as, if not better than modern integrated graphics.
There's definately something else going on. Open up task manager and take a look. Firefox isn't doing it. The 8600 GT can do anything a browser would need and then some (playing videos, web based games, etc.).
When I came from a Q6600 setup, there was no issues or noticeable load on the CPU.
You can download, for free, some programs to monitor GPU usage. Still, if your CPU is at 20-40% load, it still isn't maxed by any means (whatever is using it) so it shouldn't be causing any noticeable slowdown. 4 GB of ram is still enough for everything you're doing.
Obviously, you can overclock your GPU/CPU for greater performance. If your mobo doesn't support CPU overclocking... you could at least get a little more out of your GPU. I've have a 7600 GT and a 8800 GTS from that era. Coming from the 7600 GT which would have been a bit slower than what you had... it let me play CoD 2 w/all it's smoke effects and Doom 3 well. As old as those games are now... they're still worlds about the needs of firefox.
I bet you have some plug-ins installed or processes in the background causing this issue (ie multiple antivirus programs in the background, a bunch of extra plugins running in the browsers that were tacked onto other installs, etc.)
