If its not letting you format because the drive is in use,because of the page file,do this to get rid of said page file,
Right click'My Computer',then click on 'Advanced System Settings',
then under 'Performance,click 'Settings' then click 'Advanced' at the top,
then under 'Virtual Memory',click 'change'
Then select the drive that has the page file on it and click the small radio button that says'No Paging File',click 'Set,
then click OK to close them,reboot your computer and the page file will be removed.
