It kinda depends on what you're using the chip for and what kind of SS you have.
3930K should hit its max clocks on a single stage. Depending on how lucky you are, they should be from 5.2GHz-5.5GHz, with much greater possibility for the lower numbers.
8150 should clock pretty well on phase, but it'll overwhelm it quickly if you do any full 8-core load.
I'd go with a 3770K. You should be able to stabilize 5.0-5.5GHz on phase if your unit can do 300W at around -30°C. Unless your work is highly threaded, Ivy at 5.0 will be quicker than the 3930K and the 8150 at their respective max clocks on the phase. If you're doing this for HWBot, stay far away from the 8150. The only cooling that should get anywhere near that chip is LN2. Anything else is a waste because there are only good points for it for max CPU-Z. The 3930K would be better than the 3770K in 3D11 and Vantage. For everything else (3D and 2D), Ivy will benefit you more.
