Doubt there is much you can do without aftermarket cooling. Looks like a cost cutting release; 6850 PCB, no memory cooling, simplistic VRM cooling, small GPU heatsink, etc.

This is why you shouldn't change Tim on new cards. Usually the stock Tim is just as good as what you put before.

What were the temps before you put new tim.

Take out the card re-Tim, make sure you didn't use the wrong screws and make sure you lay it flush and screw l down tight. Also, do you need that extra fps with that overclock, revert back to stock speeds.

You are overvolting it. My 6950 (XFX) at 900 Mhz only needed 1.14V

I'm just saying that 1.2V seems extremely excessive. Most that I see hover between 1.14 and 1.16. It will make a difference in heat output.
