i5 2500K OC offset voltage issues

SUUUUUUUP guys, I am fresh noob on this website, and to overclocking in general. But I have somewhat (key word SOME) handle on how to operate in bios on OC my chip (none with gpu, but thats another story)

I got my computer back from an RMA and it amazing, nothings dead and it all works! (sort of ). The tech support decided to re-OC my pc when it was in its original state (like a 10-15% OC when I sent it) I got it returned in perfect conditions and perfect stable clocks...until I did a cpuZ, Hmonitor, Core Temp tests all showing some extremely strange core voltages and heating of my cpu's

this is prime 95 stress test. Notice the CV, CPU temps, and corespeed is clocked to 3.7 (not heavy OC, and I like tha 3.7ghz #) Voltage for me is still high at 1.248....should be around 1.180-1.230

next:

this is idle temps (NO PRIME95) and CV...now if we look at Hmonitor, the CPU1 and CPU2 temps switched. 2 is now higher than 1. We can also see that the CV has gone up a few increments. also look at the cores idle temps (pretty hot if you ask me)

The interesting part is this is after an hour fidiling with the BIOS. It was an incredible mess before these pics. I had an + offset, and instead of auto, the core volts were set to 1.300 (offset is like +.65...) which after booting to my desktop, I opened CoreTemp and CPUZ to see the voltages...1.468V....it was incredible, a 3.7ghz OC should not go anywere 1.4v, yet alone in the 1.3 range and my idle temps were high around 55c-60c

What is causing the increase in voltage on idle? Im so confused. I managed to get back into bios and set the offset to AUTO. which is what those two pics show (which is a whole lot better than what it was before). The other problem is still there also, why is cpu 1 still idling at 40c-50c? and cpu2 is at 63c!?

as for cooling, I remounted that H60, looked like the thermal paste could use some reapplying, or rehydrating, but It does not look that bad

any help would be extremely appreciated, thank you!

i5 2500k @3.3ghz TB 3.7 (OC @ 3.7)
nvidia 550ti
corsair H60
corsiar vengence @ 800mhz ~ 8gigs
