Site is legit.
Skyrim uses Steamworks. No matter where you buy it, it needs to be activated on Steam.

Yes, but if you wait a week or two, you might catch a sale for it being $40.

Worth $60 easily though, if you like the style of game, you can drop 200+ hours into it quickly.
