Cheapest Possible rig for Internet

ok so I've got a friend who needs a rig for his shop to look up parts/ect for cars

he has a monitor, and a copy of win xp were looking to put on it

sadly he requires a cd drive for many of his manuals that are in on them in PDF

so we need a case/CPU/Mobo/ram/HDD (I have a ton of old IDE cd/dvd drives if we can find a board with IDE headers)
for ~$150

is this possible?

also the case needs to be as dust proof as possible, being in a shop (he has a closet he can put it in but then we might have heat issues?

any thoughts?

If he's a mechanic or does vehicular repair he won't need much in terms of specs. (I know from experience as thats what my '' Ye Olde Codger '' rig is being used for)

See if you can pickup a cheap case and dual core APU bundle.. That should be more than suffice for his needs.
Or try sites like craiglist or the marketplace here for cheap second hand build.

Call me crazy. I feel like either a Tablet or an Android cell phone would do either of those and cost soooo much less.

Any of these tablets with a bluetooth keyboard and that would be a TON easier than making a rig one would think.

It would be dustproof, upload the PDF's to an online source and view them this way

Build one off ebay. I would proberbly go Pentium 4 1 gb ram. You can pick up a 20gb-40gb HDD for around £20/$40... I am building a server from parts on Ebay, So far I have spend £75, I have 2 processors amotherboard and a case. It will be £50 for ram and I am getting a free HDD.

Ebay for really really cheap builds.
