so....you have tried my methods and you cant tick the box to allow the run box to appear?

I had that on my old computer before, run Ad-Aware first to get rid of the registry file that limits your admin rights then run an anti-virus program like AVG to check for other malware.

how can i enable the run comand on the start menu? can I use any comand on regedit?

I have gone to the properties of the start menu and there is no run box to be checked.that is near the printer box, isn't it?

EDIT: ok sorry, it just seemed you where ignoring me then asking again...

ok now it does seem like a virus if the actual box has been removed and you have admin rights and no one else uses the computer?

Like i said try AVG scan in safe mode whilst system restore is off , hopefully it should work, hope it does.
