Have you done a virus check?

Background programs could often use up CPU. This could be a rogue background program.
How long has this been going on? Also, what happens when you're not doing anything whatsoever?
Also check services and see if any are active that seem as though they should not be active or not there.

Edit: In the picture it says that defragmenting is running. Is it actually running?

there are no other background programs that are running other than the programs than cpu temps, google chrome, resource monitor and windows task manager.. i have no idea how long it has been going on. i woke up after a 4 hour nap and noticed a lag when clicking icons on my computer

In your resource monitor it shows that you're running a defrag. This will take up 100% CPU at some times. Did you start a defrag or did it start on its own? Or is it not actually running?

i just restarted my computer and within seconds cpu went into 100% loa.d defrag started on its own and is not running on my screen. should i end process?

Open up the task manager and sort by cpu usage. Find whats using most of the cpu.... and post.
