Timings and speed are very codependent and completely vary based on what type of workload you are doing, very similar to access times and transfer speeds with hard drives and SSDs. The largest reason SSDs feel faster than HDDs is because of the exponentially decreased access times. I do not know enough about what type of reading/writing programs do with memory to state which one is better for the 24/7 user, but even 2133 7-7-6, a speed which only very strong Hypers can run, will be slower than 3000 11-13-13 in some situations. Granted, these are probably going to run at 3000 13-15-15.
Anyways, my point is that even though the timings might seem "horrible", in reality they're wholly appropriate for the speeds. Hopefully someone who knows more about programming than I do can give us some insight into which generally matters more on a consumer level. I have worked with assembly code, but never on a consumer level and never with more than 32MB of DRAM.

I'm pretty sure there used to be a G.Skill Pi kit available at 2133MHz 6-8-6-24 out of the box.
Anyway, as far as I can tell the benefits of higher frequency and tighter timings greatly vary based on the workload.

I can't find any evidence of this kit (they did have a 2133 7-10-7 kit, for sure). Regardless, you won't find any kit of memory that can run tRCD at 7 with anything less than 1.65V besides Hypers (above 2000MHz). In Super Pi 32M, 7-7-7 is faster than 6-8-6 at the same speeds.
That's going off topic, though. My point is that while the timings seem high, they should be pretty decent for the speeds.
I still don't like this kit, though.
