Thinner air must have an effect, so does aerodynamics.

Terminal Velocity occurs when the force of air pushing against an object matches the force of gravity. The higher your altitude, the faster you need to be traveling to make thinner air match that force. So it's possible for him to briefly break the speed of sound, but as he falls he will slow down considerably.
