Because of the stock TIM under the ivybridge TIM and how some TIM's freeze I was wondering if the TIM under the IHS was the same. Also if it does I will delid the CPU and will liquid pro freeze?

I've only seen it tested once, but changing out the TIM added 100MHz to the max here:

Just be extremely careful and take your time. Would not want to ruin a perfectly good chip for just a bit better temps. Good luck

+1 Just a note I got the exact same blade in Walmart, which works very well. Most knives are too thick for this job.
Definitely delid ivy-bridge processors, that's the first thing one should do to improve cooling. The one 3770k I work with decrease 15C after delid.

For TEC cold side I used MX-4, it appears to work well down to -20C.
