x2 5870 clock problem

a lot of times my gpu clock wont go up when i start playing games,400 mhz is the power saving mode, my clock does not go up when playing games resulting in poor frame rate....is there anyway of fixing this problem?

Are you using the latest drivers available?
when did the problem start?
does it happen with ALL games?
are your cards overclocked?

Are you using the latest drivers available- not quite a new driver just came out this morning
when did the problem start- about 3 days after i put the cards into my new build
does it happen with ALL games-yes but some how i managed to fix it but i have not restarted my computer since i fixed it by re installing the driver 20 times, it might have the same problem again if i restart.
are your cards overclocked-nope

Do you have an iGPU on your chip?
if so, turn your computer off and remove both cards, turn back on using the iGPU for display
and then run driver sweeper.
remove all ATi graphics drivers.
reinstall your cards (when turned off, of course!)
download the latest Catalyst drivers, and install them
turn off, and switch back to your cards from your iGPU, then see if it's still an issue
