GTX 670 Poor Performance

Hey, I recently upgraded from 8800 GTS to GTX 670 and I'm seeing literally 0 improvements in FPS. I still have old q6600 at 3.0ghz, and I'm running the card at pcix 1.1 slot, but could this be bottlenecking the card that much? I plan to upgrade the whole system later this year but it's frustrating to see the card have no impact in fps, considering I could probably get it at cheaper price when I buy rest of the system. I play Diablo 3 and Dota 2 mainly.

i think the biggest issue is the pciE 1.1 slot then the q6600.
q6600 was a beast when it came out but it probably is time to upgrade it.

This is likely the case. I just ran Skyrim at max settings and high resolution pack, and got flawless 60 fps with vsync. Those games I mentioned must be more CPU bound than GPU.

I thought to upgrade when Windows 8 comes but I may have to earlier.
