For Bulldozer, it wasn't on purpose and more power didn't always mean more performance. It actually was far from a linear increase at the highest clocks. BTW, I do know that when you overclock the increase in power consumption isn't linear but Bulldozer was just ridiculous in that regard.

I think Intel should continue to shoot for both improved performance and power consumption each generation, but they should do whatever they need to do to make the enthusiast class cpu's stand out.

For example, as a whole I'm impressed with Ivy Bridge cpu's. But I'm not impressed with Intel's (K) series offerings this generation. +10% IPC isn't a significant advantage if their clockspeeds can't be pushed as high. I'll be sticking with Sandy Bridge builds until Intel switches TIM or does whatever else is needed to get clockspeeds closer to 5ghz.

Don't hold your breath. 980X and 990X still haven't come down in price, at least not any significant amount. That's not how Intel rolls.
