Yes, you could get a sweet core 2 duo rig, wait a couple weeks, get an 8800gtx, save the rest, get quad core when it comes out, a second 8800gtx after price drops, etc.

If you purchase a DX10 card on release date, you're going to be paying top dollar, so that's something to consider. You could argue that buying a dx9 card now and selling it after the DX10 card bugs/drivers are worked out to upgrade would end up costing roughly the same. The benefit is that you have a better video card while you're waiting. There's always options...

As said I would wait for around 30-40 days as DX10 will be released and some other new things. I would wait as it would be more worth while.

If you want a decent rig that you can buy now, and upgrade to the new vid card and quad core processor in 30 days then check out the links and products in my sig (project Tsunami), that is a solid build for todays market and it's not overpriced, and you'll have room to upgrade with that budget in 1-2 months.
I would mabye look at a bigger PSU (PC P&C 1000W will do SLI G80's mabye) and a cheaper GFX card to tide you over till 2 weeks from now though. then buy the 8800 GTX or Two...
Edit: Add a Dell 27" LCD to taht and you're looking 2700 ish. before the GFX cards and the quadcore purchase
