I don't think that's entirely correct. It's the power consumption of the CPU on maximum loading at stock. As you increase overclock, the TDP usually changes a little bit as well (usually increases). Correct me if I'm wrong though.

As swift castiel says when loading at stock clocks it should be the max power consumption, & is a reference for how much cooling a cpu/gpu will need for partners (like Evga, asus, etc.) to make coolers. When feeding voltage & clocks the gpu or cpu can use more than what the TDP is, far more with extreme overclocking.

TDP stands for Thermal Design Power, which pretty much means how much heat it will output, for example, a CPU with a TDP of 95W cannot be cooled with a CPU cooler below 95W or it will go above the maximum operating temperature. Same goes for GPU's
