You modified it?

I can't imagine you running that on a stock TF4....NV has specifically locked down all voltage control on all 600 series cards.

And I would consider you part of a very minor crowd if you think the DC2 is less pleasing than the TF4.....I mean seriously, you can't even hear the DC2 in most cases

Its not loud by any means...not like a reference blower style cooler....it's just the DC2 is much quieter if you compare the two...for those who own both Twin frozr and the double slot DC2, you'll know what I mean. I would say 100% fan speed on the DC2 is equal to 65% fan speed on the TF4....its just bloody quiet....and NO you don't have to keep the DC2 at 100% fan speed to cool the GPU well....you can keep the DC2 around 65% tops and that thing will be SILENT....and it will cool the GPU like a beast

Depend on which TFIV you are talking about, the PE Edition have smaller/faster spinning fans thus they are a little more noisy plus it also have the Fan PWM overvolting issue exposed by Tom's hardware contributing more coil whine in some cases.

However the TFIV on 680 Lightning with the 10cm fan is dead silent and a match to DCII, there are OCN reviews showing Lightning TF IV surpassing DC2 in both thermal and noise performance:

Oh absolutely...I have no doubt that a 680 Lightning would be quieter, especially with those 100mm fans. But I can't say too much about it, since I personally never heard one...on the other hand, I have both DC2 and TF4 670, and the obvious winner in acoustics, is the DC2 hands down....it's not even close IMO....for those who owned both, or heard both, they will understand what I'm talking about
