I am wondering if its normal for when I boot up my PC my Samsung F3's make a clicking noise like just 1 single click and it doesn't do it after that. Also when coming out of sleep they just make 1 single click then are silent for normal use. I have run multiple tests and they all pass saying the drive is good. Is this normal? Or should I be worried?

many drives make a little click when starting up or after parking thier heads.. i think they are fine as i have seen this on a few different brand drives.. tho i recommend backing up all storage drives even if they are in RAID and are still fine

I agree - it's normal for those drives to make a single click when powering up or resuming from sleep.
Some drives do quiet head parking (WD Greens, for example), but most do not. I suspect they only made it silent on Greens because those models do it so much.
