In years past these badges got dispersed manually as I understand it, I admit that doing it manually will at some point become inefficient based on the number of participants and that another automatic method should be implemented. The problem with how this was handled is that the management have obviously had some serious troubles getting a working auto distribution method but instead of realizing that and adapting they have stuck to the original plan and basically decided to ignore this until they can get it distributed how would be best for them. This year we have at least twice the amount of editors as we did when last year's badges were distributed manually, so I have a hard time believing that it's not possible to get these badges distributed in a timely fashion.
An automated system will be necessary at some point but it's obviously not ready and we have no reason to believe it will be ready soon, so distribute this years badges manually and continue working on the auto distribution method to hopefully be ready by next year's CC (~7 months).
