Is there a program that can display thumbnail images of a video instead of having to play/seek

I am trying to sift through many hours of AVI video to find scenes to use for video editing. Is there a program that can produce thumbnails of a video so you can see a quick storyboard, instead of having to play the video and seek though hours of footage?
