Ok so I have an i5 2500k and I have had the urge to OC it for a while, but I don't want to do any OCing on the stock cooler. I was pretty set on getting a 212+ or a 212 Evo, but I have read that some people have had problems trying to hit 4.5 (which is what I want to hit). I know it's different for every chip but I haven't had any opportunities to check if I have a good/bad chip. I have a haf 912 case and it's pretty wide. my mobo is a gigabyte p67x. I would like to keep it under 40 dollars and have it include all that I need (fans, TIM). Any suggestions would be appreciated.

For about $40 youre not going to get much better than the 212 evo. Once you get around $60+ is where the high end air coolers mainly are

Are CLC's truly worth it? I feel like the cons against a CLC out weigh the pros.

you should get a Thermalright HR-02 Macho or a Thermalright True Spirit 140 for ca. 40$. Try to find One of them. These are the cheapest "borderlne High End" heatsinks you can find. They also come with what Most people think is the best 140mm Fan, the TY 140.
EDIT:
just have a look at the Performance Charts so you have an idea:
www.xbitlabs.com/articles/coolers/display/thermaltake-frio-extreme_5.html
These are roughly on par with much more expensive heatsinks Plus they are suoer quiet.

CLC's can be alright, but there are often much better options for the price they are usually at. But they do often look pretty cool and can help save on space if you have a smaller case.

Only you can decide what is right for you but compared to a highend HSF, CLCs have shown in objective, scientific testing to be:
1. Thermally inferior
2. Noisy
3. A poor value
4. A real water leak liability
5. Can result in lost data, shipping hardware back and forth and loss of use of your PC for weeks when they leak and damage hundreds of dollars of hardware
I would NOT recommend a CLC for anyone who has PC case and RAM clearance to fit a highend HSF.
The links below cover all the areas of debate on air vs. CLCs.

I recommend that people technically educate themselves on the Pros and Cons of CPU coolers and then Buy What Makes YOU Happy !

My 212+ gets my 2500K to 4.5Ghz at 1.310V, and runs at about 70ºC at full load in a HAF 912 with stock fans. I've been running at this OC for a little over a month now without an issues.
