For 40$ I would also advise getting a good CM Hyper 212 Evo. But the rest is right, the best ones out there are in the league of 65-100$.

It's all about what you find important. If you want the best possible OC without going for a custom-built waterloop, try the H100. May be noisy but it sure got me past any air cooler temperature, including Noctua's. The H100 is yours for about 100$, though. I do agree with AMD4ME, that if you go for a CLC (closed loop cooler) don't go with anything else than a H100. All the rest of the CLCs are inferior, and most high end air coolers will outperform them while being a lot more quiet.

If you want a good OC but want a quiet but very very decent cooler, go for the NH-D14, which usually sells for 85$.

If you just want to have the OCing experience but don't want to spend too much money on it yet, go for the Hyper 212 Evo. smile.gif

H100 is good...
at best only 1-2c better then top of the line air and noisy.. (Corsair will RMA but doesn't solve problem)

Best air coolers are Noctua D14, Thermalright Silver Arrow SE, Phanteks PH-TC14PE
D14 link above
Phanteks PH-TC14PE w/2 140mm fans

Thermalright Silver Arrow SB-E w/ 140mm & 150mm PWM fans

But we di-gress
Something closer to what you asked for:
Thermalright HR-02 Macho not as good but only $52

I use Vortez and FrostyTech to compare coolers

i had a 2500k on a h60 i oc'd to 5GHz @ 1.5v that topped out @ 84c. for 24/7 i was at 4500 - 4800 @ 1.3 - 1.35v. max load i ever hit was 63c

Like a couple of people mentioned above, most high quality coolers are gonna cost you... have to pay to play biggrin.gif

If you only have $40 to spend I'd just get something like the cooler master hyper 212 plus or s524. Add a nice fan and TIM to either coolers and you'll get good results. I think the best choice is to save up some $$ to get a a better cooler. biggrin.gif

Like CudaBoy says. Check out the forum used sales. Only thing I've bought new in my system was a couple of TY-140 fans... and PSU as couldn't find a used one and needed it ASAP. Used is cheaper the new... and usually just as good. Warranty might be a problem depending on product.
