I think the original reason the OP was going DSLR was because they wanted to use ND filters on their cam, and the point and shoots they were considering don't allow them.
There's seriously a cheaper fix, and it's been mentioned already: Welding glass. It's $10 and it's like a 10 stop ND filter. yeah, sometimes, it comes with a color cast, but you can correct that after the fact fairly simple.
