H100 and 3930k abnormal idle temps?

I have a question guys, I currently just set up my rig, which is the thermeltake armor revo, with the asus rampage iv extreme.

I currently have the corsair h100. and the idle temps around 38~44 (Core #2 is at 26 C) IS this normal? I plan on overclocking but i see peopel getting stock temps of about 35 even on the package temp. My package temp is 42~44 C on idle. On full load it goes on all 6 cores it goes 3.5ghz at 66C. I plan on getting my CPU to 4.7ghz with FSB at 140 x 33 (I dont want to increase multiplier alot so i dont put alot of stress on the CPU and getting a little bit more speed benefits.) SO are these idle temps ok to overclock or should I re check the block? I used the pre-applies thermel paste.

like room temperatie? usually around 75 or 80 F. On days when its cool aroudn 70 usually my room is about 72

The h100 is on the top of my case intaking the outside air, And only 2 fans. well i must have been wrong. My room is usually 72-75 on normal days, and on really hot summer days its usually 80. Do you think its safe if i try the 4.7 OC?

completely forget 3930k,right now its at stock making sure an oc will be ok. should I just increase the CPU vcore to 1.4 and thats it? What should I disable to make it more stable?

How did you get the 3930k stable at 4.6? sorry guys im this is my first ever LGA 2011 mobo. Im use to OC'ing on LGA 775's.
