Bad PSU did this to my Blu ray burner?

So I'm at my computer last week and all of a sudden I smell something burning. I determine it's coming from the computer so I shut it down. After inspecting it I notice two things. First, the rear exhaust fan is malfunctioning and then what you see pictured below at the back of my blu ray burner. Does this mean bad PSU? Is there any way to test my PSU?

Wow that's pretty serious, luckily you were there to catch it before it got worse and possibly caused a house fire. I would do my best to get them to compensate me for the damaged blu ray drive on top of a replacement PSU. Then I would resell that replacement and get a more reliable brand.
