No it's not true. While you can only cool down the water to ambient temp levels so there are diminishing returns, but the single biggest variable in radiator performance is air flow. A single 120 radiator with extremely high speed fans can potentially outperform a quad radiator with very slow speed fans. There is easily 3-5X performance factors with the fan used, it just comes down to noise tolerance.
