I will be painting plastic and steel parts of a case (including bezel, chassis parts, and screws). Will these work?

Yes, I think they will,

I´ve used a similar to your flat black for my custom case stand, but since mine it´s fiberglass maybe it will work even better on yours.

As for apllying them I suggest cleaning the case with a piece of cloth and then warming it with a hair dryer or a heat gun, also make sure to be on a place with no dust particles floating around (avoid painting outdoors, you´l end up with bugs and dust on the paint).
