Bes place to purchase?

Recently I have been buying most of my stuff from amazon: gpu fans controllers etc. but in the future, I am looking to add a second loop to my gpus, and I was wondering what the cheapest but best quality place to buy was? I bought my last loop exclusively from frozen CPU, and I had no problems with that, it was just very expensive.
Does anyone know where I can find a fullcover gtx 460 sc block?

Edit: realized I speed "best" wrong... Awkward. Last question, does anyone know of some good quality 24" white cold cathodes? I couldn't find that length for some reason!

http://www.performance-pcs.com/catalog/index.php would be best out of all if you're in US region. As some items are cheaper compared to other stores (FrozenCPU etc).

Try Jab-tech, they didn't have much when I was searching but what they did have was a good bit cheaper then at frozenCPU.

If you're looking for cheap 460 block, then XSPC is the way to go. They only perform 1-2 degrees hotter compared to others. http://www.performance-pcs.com/catalog/index.php?main_page=product_info&products_id=29167
But unfortunately they are currently out of stock at PPC.

I'm considering the xspc, but it is just soo ugly. I know no one will be able to see it lol, for now, I have a cart with EK for 550 EURO <-- I am trying to get sponsored by ek for modding/build logs etc, so that may help, also I have a lot of summer work, and maybe my mom will go 1/2 in on it when we move houses and our mortgage goes WAY down. It would be awesome to just go with the ek block, but xspc is like 1.2 the price. I will try jab-tech

Jab teh might kill on the shipping, as I THINK its an UK based store, but need confirm on that.
If you're starting a completely new build (i.e. new cpu block, new pumps etc) then you might to consider the DSPC raystorm kit. It comes with everything you need, and are all high grade components - exept for the tubing. Overall, it shoulds be cheaper compared to buying equavlent performance parts separately.
