Pros. Tested to be working If a cpu you have an idea how it over clocks if it has a warranty just as good as buying an Open box from new egg.
Cons. May have no warranty May have some Cosmetic Imperfections.
I always try to buy used.. Heck i have 2 full rigs right now of used parts bought from Forums here and there.. My sig is new parts cept gpus.
But if your going new on CPU go Ivy Bridge z77 mb.
If used get a deal on a Sandy Bridge cpu/mb.

No warranty, no RMA, nothing to fall back on if it doesn't work.
But cheaper.
It all depends on who's selling it. I'm sure the items for sale on here are ok, people have their reputations to uphold.

Guess that a big part of the answer depends on who you're buying the used parts from. I've found many great deals on used parts here and at my home forum. And, for the most part I've been extremely happy with the transactions and the amount of money I've spent. I've even purchased a few used parts on ebay but I have a strict set of guidelines for ebay purchases.
New
Mfg. and/or retailer warranty
Peace of mind
It's not used
Should come with all the accessories needed to make the thing work
Retail box
Bigger selection of brands and model numbers to choose from
Used
Usually no warranty unless the mfg. warranty is still in effect and carries over to subsequent owner(s)
Not much peace of mind until you get it installed and see it actually working
Money saved if you're a keen shopper
May be missing accessories
Might not come with retail box
Constrained by available choices
You could get ripped off, part not working, part different than what you thought, merchandise not received etc.

I personally never buy used. I find the pros of new items are worth spending 20-25% more.
----
Pros with new:
- New
- Longest Warranty
- It will work or you will get a replacement or money back
- Will last longer on average
Cons with new:
- More expensive
----
Pros with used:
- Less expensive
Cons with used:
- Used
- Usually little/no warranty
- Sometimes won't work and the seller could care less
- Will probably die sooner because it's already been used for a period of time
I've been here since 2004 and i've seen very few scams. If you buy from people who have been here for awhile, or have good feedback, you probably are safe. Worse case, you will have paypal to fall back on.

People have to have 35 rep I think to sell items on here, so that kinda proves that they're not just on here to sell dodgy parts.

Yup, still want to be careful though. We've had a few old members go out with a "bang" and try to scam as many people as possible before getting the ban. Pretty sure Paypal reversed all transaction though. Between the OCN rep/trader feedback, OCN staff, and paypal your chances of being scammed are almost virtually 0. In the rare case someone attempts it, you can almost always get a refund forced.
Same chance at being scammed on eBay.
