Grab a 7850 it will be slightly better than a 6950 and uses much less power, normally they are about the same price.

While the 7850 is a little better than a 6950 (and I can't stress enough how little that is), this is a budget build. Right now, a 6950 can be had for $190 whereas the cheapest for any 7850 is around $250. The difference in price is much larger than the difference in performance and power consumption. I don't think many people in this thread are understanding what being truly cost-effective is and/or how to strive for the most efficient build at a given price point. The OP's budget must be way more flexible than initially thought, as everyone is basically saying, "spend $100 more for better parts" whenever he's already at or exceeding his budget. I will concede every day of the week that a 7850 is a better GPU than a 6950, but a 6950 is a much better buy with the current pricing. Plus there's the very small chance of unlocking it to a 6970.

7850 is right behind 6970, and OC more than 6970 (and 50% more power efficient than 6970). I will not call it "little" better. There is no deny that 6950 is more cost effective, but 7850 is in another league than 6950.
