So the courts basically told companies, "Steal all the FRAND IP's you want and use it without permission, as the worst that will happen is you'll have to pay the same licensing fee's that you would have paid by doing it properly."
Your given 2 choices:
1) Pay a set price up front to use the IP. (For the example, we'll say $1)
2) Simply rip off the IP and if you get caught, pay $1.

And b4 someone freak out and such, this is obviously an oversimplified and over-exaggerated statement simply to demonstrate a point...
I'm hoping they will award damages more than the licensing fee though, as a penalty. As anything less would make the system a joke, and would mean my above would actually be spot on...
