!Urgent! Boot disk, de-partitioning nightmare

Okay, i've never had to do this before...but i'm very tired of trying the same 5-hour long process over and over again with just a "spray and pray" attitude (as was so eloquently put in a thread i was reading on the forum today about FPS games, lol) I just go through the motions of the windows disk, "delete" all partitions, recreate new ones (always of a different size to give a new variable) and continue with a regular windows install....

well, this time the problem (multiple instances of trojans, and quite obviously a hijack that i myself initiated accidently...as tends to be the case with people who know what they're doing but still end up with a problem) is not going away after fresh installs of Windows... maybe i've just had good luck with wiping virus' from the hard drives manually before the reformat / reinstall in the past... but this time my efforts have been in vain.

I need help, i would REALLY love to learn how to make a "DOS Boot Disc" including a very thorough way of scrubbing this wretched HDD clean of EVERYTHING and THEN allowing me to do a fresh install of windows.... can anyone tell me how to do that?

I've been researching and so far i've kinda touched base with such things as FDSK, Debug.exe, various scripts to be placed in the same directory on a floppy as the debug.exe (they were simple macros that i didn't understand if i'm not mistaken, that just elaborated on the debug.exe process...i wasn't sure if they were necesary or safe to use in my case)....so, i'm pretty clueless

Rep to anyone who can help me to learn how to do this so that if i ever need to do it again, or teach someone else how to do it, then i will know.

first of all, debug.exe, when i attempt to run it from a "MS-DOS Startup Disc" (a regular windows-made "MS-DOS Startup Disc" with the addition of Debug.exe thrown into it......anyway, when i use this startup disc to hit the cmd line prmpt, and try pecking away
Debug.exe
or
Debug
or
Run Debug

it gives me a funny error message when i get closest to getting the cursed "Debug.exe" to run, that message being "Invalid version of DOS"

any clues?

okay, so i've experimented...i ran "CMD" from windows, went to the main drive folder (on my laptop....the desktop which is what i need to fix....isn't recognizing a keyboard now, its been doing that on and off, i have to reset the cmos for it to snap out of that) and just type in "DEBUG" and debug brings me to the "-" prompt where i should be...

my question is, how do i get to the command line prompt before hitting windows. and if i'm running debug from my hard drive, how am i supposed to de-partition it, wouldn't that screw up the file debug that i would be running to do that?
