In current implementation this isn't t really hurting botter's / scammer's it is hurting the experience of the genuine player.
Can't they just ride out the 72 hour's by purchasing more account's to buffer the requirement to have on hand usable account's to do their deeds?
Does it take blizz 72 hours to guarantee a botter account? Verify fraudulently purchased accounts?
IMO adding hard core verification to bank account's / paypal / credit cards / address' if RMAH is enabled to be used.
After all it is a service, it can/does use real money.
If they made those requirements much more strict for digital purchases, this would force scammers / botters that get banned to purchase retail copy's, which im sure blizz would be happy about.
TLDR: loosen play rules, increase RMAH/verification rules.
