Strange PSU problem: restart itself when turned on

I have a strange problem here.

PSU: Enermax NAXN 82+ ENP550AWT B 550W http://www.newegg.com/Product/Product.aspx?Item=N82E16817194095
components: i5 3570k + a few hard drives

Everytime I turned on the computer, the psu will power on for like 1 second and then shut down itself. But then after around 5 seconds, it will power on again and this time the computer will start just fine. And during my daily use, the psu doesn't give me any problem

Any idea what's going on here? Is this a "real" problem. Thanks!

This is a typical behavior of some motherboards. I think that it may be solved by customizing the UEFI so that everything that you're not using is completely disabled.

It's a asrock z77e-itx. The 3570k is at stock.
I disabled a bunch of things in the bios and somehow it will now start just fine without restarting itself.
