Intel core i3 2120 3.3 Ghz - USD 125
http://www.newegg.com/Product/Product.aspx?Item=N82E16819115077

MSI HD 77 Motherboard - USD 80
http://www.newegg.com/Product/Product.aspx?Item=N82E16813130648

Kingston 8GB DDR3 1333 Mhz memory - USD 48
http://www.newegg.com/Product/Product.aspx?Item=N82E16820139075

NZXT Source 210 ATX case - USD 40
http://www.newegg.com/Product/Product.aspx?Item=N82E16811146075

Radeon HD 7850 - USD 225 (after mail in rebates)
http://www.newegg.com/Product/Product.aspx?Item=N82E16814161405

ANTEC VP450P - USD 38
http://www.newegg.com/Product/Product.aspx?Item=N82E16817371045

Western Digital Caviar Blue 500GB HDD - 75
http://www.newegg.com/Product/Product.aspx?Item=N82E16822136769

ASUS DVD Burner - USD 17
http://www.newegg.com/Product/Product.aspx?Item=N82E16827135204

Price = 125 + 80 + 48 + 40 + 225 + 38 + 75 + 17 = 648

The USD 48 which you spend over budget is well spent. Because you get a fantastic gaming PC. HD 7850 is a fantastic overclocker. At 1150 - 1200 Mhz you get close to GTX 580 performance. HIS Iceq HD 7850 runs extremely cool, quiet and draws lesser power compared to GTX 570 or GTX 560 Ti.

Here is a video review of the HIS Iceq HD 7850 TurboX. its an OC version of the same card

http://www.youtube.com/watch?v=n3bjl4jagPc

The ANTEC VP450P supplies 30A combined across (+12v1 and +12v2 = >30 x 12 = 360w ). Thats more than enough for such a low power system. Here is the power draw figures for the HD 7850 running on a core i5 760 test machine.

http://techreport.com/articles.x/22705/7

the entire system with HD 7850 draws less than 200w. So you don't need a more powerful PSU.

This config is really a performance beast for such a low cost. Don't hesitate to spend the extra 50 bucks. You will really be happy you spent that extra 50 bucks. thumb.gif

^ Over budget to boot + no OS included as per the requirements. Sorry but looks like you just about wasted your time creating that.

AMD Phenom II x4 965 (OEM) - $88.40 after promo code SWIM (shipping approx. $2.35 USPS first class) [Superbiiz]
ASRock 970 Extreme3 - $76.50 shipped [Newegg] after promo (see link)
Team Xtreem Dark 2x4GB DDR3-1600 kit - $35.67 shipped [Newegg] after promo EMCNDHH49
Samsung F3 500GB HDD - $60 shipped [Newegg] after promo (see link)
NZXT Source 210 - $40 shipped [Newegg]
Antec Neo ECO 450C - $35 shipped [NCIX]
ASUS 24X DVD burner - $17 shipped [NCIX]
Rosewill 80MM "stock" cooler - $7 shipped [Newegg]
HIS Radeon 6870
- $160 shipped [Amazon] with $10 rebate

Ladies and gentlemen, the only Radeon 6870 option (the 6870 outperforms all GPUs suggested so far) that falls just within budget.  $599.57 shipped before rebates.
This option maintains the inclusion of AM3+ platform, quad core processor, 8GB RAM, fast HDD, and all quality components including PSU.
Now that is sick building skills well done and clearly the winning build!
