not sure if you are solved yet, but sixor's solution worked wonders for me. I have a Phenom II 965 at 4.1ghz, and was getting about 37* idle, because CnQ wasnt working properly. I installed the program, ran it...did nothing....exited it...and my frequency is now at 940 as I type this, and my temps are at 30*. There is 4 steps i believe, at the 235x17.5 for max speed, x16, x8, x4

Just upgraded the BIOS on my rig to 3029 (BD BIOS!) And now i can have C1E and Cool & Quiet on!! (@4060Mhz!) it now sits at 1.15v @1204Mhz. It seems to have enabled all sorts of clock speeds 2200Mhz 3300Mhz(!). Now my fans have almost stopped it's like heaven almost:D (CPU is 26c LMAO!).

I hear some MoBo'S only enable CnQ when the VCore BIOS setting is set to Offset (- +) mine is now set like this (happened in the new BIOS flash can't change it back to "normal") and i can now enable the two power saving options.... @ 300HTT!! Best of all i have Turbo on and set to 4350Mhz so have the best of both worlds now and it's great watching the cores jump from 1200Mhz to 4350Mhz when you do something.

yeah on my old 965, i was getting 35-37* idle, i got CnQ to work, and I hit the lowest temps I have ever hit on air (21*c, AC RIGHT next to it, blowing cold air, now im at 28*) and don't go above 45*c when stressing

Have to say i have never bothered with Cool & Quiet on any of my rigs:o. Most were OC'ed and usually i just hit Disabled in the BIOS. Turned the PWM setting for my CPU fan down to standard from turbo and hit a quick Prime95 by the second pass of blend my Nidec is VERY noticeable. By the second pass now you can BARELY hear it...... What have i been missing LMAO! (temp in Coretemp with the offset +14c was 50c). I had an old skt939 rig that used to BsOD whenever CnQ was on so i just disabled by default.

Rig now is hardly noticeable doing day to day (this) before it had a definite noise though not bad you knew it was on. Have you looked if there is a newer BIOS for your board? or seen if you can pick to alter the VCore to offset mode. I was always a bit leary of getting programs to throttle the CPU.

Yeah I have always had it off too. I wanted to keep my 4.15ghz OC on my 965, but it was getting up there in temp (You know...you keep alt+tabbing out of games to see the CPU temp to make sure, lol), and it was around 55-57* under prime. What worried me was the almos 40* at idle with a 212+ seated CORRECTLY, mind you. CnQ allowed me to operate more efficiently, and run (literally) 18* cooler idle, and a good 9* cooler under load...not sure why load is different, but it is.

Use HWmonitor to monitor your FPS, temps, VID in real time in games so you dont have to tab out just to check on stuff like temps of cpu,gpu. Works for all games, no need to run fraps!
