Intel Ethernet NIC help!

Hi guys, I'm really new posting on the forums here but I've been on here several times for info on something. Anyways I've just built my own pc and I've been having a problem with my internet speeds. I'm really hoping it's not the actual intel nic. Here's my problem, I have my pc plugged into my router but no matter what I do, I can't seem to get my upload speed on speed tests above 2-3mbps. (All my other computers that are either plugged into my router or are on wifi get somewhere between 25-35)

I've tried different ethernet cables, reinstalling drivers, using a different web browser. Nothing is working. Any ideas on what's causing this or what I could try to do to fix it?

Install a PCI NIC card 10/100/1000.Or replace the router.
