Would it be safe to take 1600MHz 9-9-9-24 1.5v and OC it to 1866 to run on my i7-3280 system? Would taking it to 1.65v or 1.68v be too high for this RAM or my cpu to handle?

no..It should be fine..I ran some TEAM ddr3-2000 @ 1.71 for several months without a hitch.

I only have two RAM sticks in Dual Channel. Do you think my core i7 3820 is being bottle necked by not running quad channel? My current clock is 4.3GHz with a BCLK of 100 and a multiplier of 43
