Would that setup in the title be able to effectively cool a 3570k @ 4.5 and 7970 overclocked?

I think that would be plenty of cooling for just 1 cpu and gpu. Why not get faster fans and just run a fan controller though?
I cool 2 GTX 470, MB, and cpu with 1 480. I have 2k rpm fans, but only usually run them at 5v or so. Can't really even hear them until I get to about 7v.

You might not even see better temps past a 360 rad. A 360mm double-thick rad like the RX360 is already enough to cool a heavily overclocked SB with 2 GPUs.

I think you guys are all missing the part where he said 600 RPM fans.
A 360 radiator is going to barely dissipate 200 watts (Martin's data suggests half that even) at a 10C delta T with that kind of fan RPM. A really thick radiator at that fan RPM will do worse than a thinner radiator.

His heat load is easily going to be 350-400 watts.
You need to up your fan RPM to 1000 or 1200 to cope with your proposed heat load. That's still going to be silent operation. Your pump will be louder than fans running at that kind of speed.

If you have it mounted/bolted on to your case, then it will be pretty loud. If you have it suspended in midair by tubing, it will be more quiet. Level 5 suspended sounds like level 3 when it's bolted on with a thick layer of silicone gel between the mounting plate and the case. You will want to have it at around lvl 2-3 if you want it super quiet though.
